Due to the costly measure to shift the detainees from Guantanamo Bay to the mainland US, coupled with the economic problems in Puerto Rico; the article suggests moving those detainees from Gitmo to Puerto Rico. The article continues to discuss Puerto Rican salaries being lower than the US, as well as total prison population under capacity, as more reasons to see this shift to PR as a good idea.
